Uruguay faces a serious problem of prison overcrowding . The prison population has tripled since 1999, reaching 14,302 persons deprived of liberty (PPL) in 2022. Incarceration particularly affects young people: almost 1% of children under 29 are detained.
40.4% of prisoners have only completed primary education and 6% cannot read . The recidivism rate is high, reaching 55%. Factors such as mental health problems, problematic drug use, and lack of educational and work opportunities make social reintegration difficult . Despite legal reforms and programs such as the “Dirección Nacional de Atención al Liberado” (DINALI), rehabilitation conditions remain insufficient in 73% of cases.

The main objective of the project is to support the process of social reintegration of people deprived of liberty . Social reintegration involves the promotion of services both before and after release from prison, such as vocational training , psychological support and accompaniment in the reintegration process to meet essential needs such as accommodation, support from groups or family members, support for access to work and to stay away from the environments and social contexts that contributed to the commission of crimes.
